What it means to study in Busan, Ulsan and Gyeongnam

Busan, Ulsan and Gyeongnam hold 25 IEQAS-certified universities, five of them premium certified. Language institute fees run about ₩2m a year below Seoul, and national university tuition is roughly half the private average. In exchange you will use Korean far more than in Seoul, and there are fewer graduate jobs than in the capital region.

Premium certification matters for a concrete reason. At those universities financial evidence appears to be waived regardless of nationality. If you come from one of the 21 designated countries — Mongolia, Vietnam, China among them — that difference is large: elsewhere you must hold and prove ₩16m in an account, and here that step disappears.

On the language institute alone that is about ₩2m a year. Add a balance requirement ₩4m lower, plus rent and living costs, and the gap widens. This is not because the province is treated as lesser — the Ministry of Justice sets different figures for the capital region and everywhere else.

For tuition, the bigger factor is which institution you choose. The national average is ₩4.23m at national universities and ₩7.87m at private ones. Certified national universities here sit around ₩3.72m (Korea Maritime & Ocean), ₩3.92m (Changwon National), ₩4.05m (Pukyong National), ₩4.10m (Gyeongsang National) and ₩4.51m (Pusan National) — a little over half the private average.

  • These are undergraduate averages. Figures vary sharply by field of study.
  • Many private universities run broad scholarship schemes for international students, so what you actually pay can fall below the published figure. Check the scholarship conditions, not only the sticker price.
  • Institute fees are not in any public dataset — we read them from each university’s own pages. Institutes revise them, so confirm before you apply.

The drawbacks, plainly

Do not choose on price alone. Studying outside the capital has real disadvantages, and students who arrive without knowing them are the ones who leave early.

  • There are fewer graduate jobs than in the capital region, office and IT work especially. On the other hand, shipbuilding, machinery and logistics are concentrated here.
  • Fewer people from your country live here than in Seoul. That can be lonely — but you will use Korean far more, and your Korean will improve faster.
  • Employers back home may not recognise the university’s name. You may have to explain it.
  • The minimum wage is the same nationwide, so hourly pay does not differ; the number of part-time openings does.

One rule works in your favour here. In regions with declining populations, meeting certain conditions earns a regional visa (F-2-R) with residence status: two years or more in Korea, an associate degree or higher, income at or above the metropolitan government’s living wage, and TOPIK level 4 or KIIP stage 4. That path does not exist in the capital region.

What the city is doing

Busan is pursuing "Study Busan 30K", a target of 30,000 international students. About 13,100 are here now, leaving some 17,000 to go. A city trying to attract students is a city where support schemes may appear.

That said, a city target does not loosen anyone’s visa screening. Screening is done by the Ministry of Justice and turns on the university’s certification tier and your nationality and documents. Read the other pages here alongside this one.

Common questions

Isn’t it hard to find work outside Seoul?
It depends on the field. Office and IT work is concentrated in the capital region — that much is true. Shipbuilding, machinery, logistics and marine industries, by contrast, are concentrated in Busan, Ulsan and Gyeongnam. If your field matches the local industry you may be better placed here. There is also the regional visa (F-2-R), a settlement route that exists only outside the capital.
If tuition is low, is the teaching worse?
The low figures come mostly from national universities, which set tuition against government standards rather than freely. That is a separate matter from teaching quality. Do check the IEQAS certification tier, though — at a university outside the certified list, the institution’s capacity to manage international students is screened alongside your own documents.
How many premium certified universities are here?
Five across Busan, Ulsan and Gyeongnam: Kyungsung University, Pusan National University, Busan University of Foreign Studies, UNIST and Ulsan College. At these, financial evidence appears to be waived regardless of nationality — though practice varies by embassy, so confirm before you file.
My Korean is weak. Isn’t that harder outside Seoul?
At first, yes. Fewer places operate in English. But your Korean improves faster for the same reason, and both part-time work permission and residence extension depend on your Korean level — so improving is directly to your benefit. It is one reason many students come first on a language course (D-4) and move to a degree programme after.
